I usually have my iPad orientation locked in landscape. However, sometimes, and only sometimes, when I go to unlock, it is obediently in landscape at "home", but all apps/mail/etc. are locked in portrait mode. I have not been able to detect a pattern of when it does this. Solar flares? I am running iOS 6 on an iPad 2.
